John D. Fry, president and owner of Procurement Specialty Group, Inc. has been elected chairman of the Board of Directors of Mon-Vale Health Resources, Inc. and chairman of the Board of Trustees of its largest subsidiary, Monongahela Valley Hospital, Inc.

Fry succeeds Richard A. Barcelona in both positions.

In addition to being president of Procurement Specialty Group, Fry is also president and owner of Medical-Business Alliance, Inc., a commercial and labor arbitrator with the American Arbitration Association and a labor arbitrator with the Federal Mediation and Conciliation Service.

Meanwhile, Mrs. R. Carlyn Belczyk was elected vice chairman and Jeff M. Kotula was elected secretary of both boards at their Annual Meetings.

Belczyk succeeds Fry as vice chairman and Kotula fills the vacancy created by Belczyk’s move to her new position. They begin their new terms of office on July 1.

Louis J. Panza Jr., president and chief executive officer of Mon-Vale Health Resources and Monongahela Valley Hospital, lauded Barcelona for his leadership as chairman of both boards. Barcleona became chairman in 2007 following the tenure of Alan Guttman, president of Guttman Oil Company in Speers.

“As he has done throughout his tenure with our boards, Rich displayed firm commitment to our health system and our community as chairman,” Panza said. “We are deeply grateful to him for his leadership and to the experience and expertise he brings to his responsibilities here. He has been an asset to our health system and we are pleased that he will continue to do so as a member of both boards.”

Barcelona is president and chief executive officer of Bailey Engineering, Inc. at Southpointe Industrial Park, Canonsburg. He was appointed to the Mon-Vale Board of Directors in 1997 and to the Hospital Board of Trustees in 1999. He is a native of Charleroi and a graduate of Charleroi High School.

Fry, of Upper St. Clair Township, was elected to the MVHR Board of Directors in 1998 and to the MVH Board of Trustees in 2000. He was elected secretary of both boards in 2005 and is a member of the Executive Committee of both boards. In addition, he also has served on the Nominating, By-Laws and Executive Compensation committees and as chairman of the Joint Conference Committee and was appointed chairman of the Finance Committee in 2007. He also is a member of the Board of Directors of Vale-U-Health, Inc., the Monongahela Valley Physician-Hospital Organization.

Mrs. Belczyk, a native and current resident of Monessen and a graduate of Monessen High School, was elected to the MVHR and hospital boards in 2005. She is a certified public accountant, accredited in business valuations and a certified valuation analyst. She began her career in public accounting in 1986 and together with Randy Guthrie formed Guthrie, Belczyk & Associates, PC of Washington in 1993. She has served on the boards of numerous professional and community organizations and is currently president of the Washington County Community Foundation.

“Mr. Fry and Mrs. Belczyk have been dedicated members of our boards,” Panza said. “Their many years of experience in business, finances and administration have enhanced the efforts of our boards in fulfilling the mission of our health system.

We are confident they will continue their commitment in their new duties.”

Jeff M. Kotula, president of the Washington County Chamber of Commerce, was elected to the Board of Directors of Mon-Vale Health Resources, Inc, the parent company of Monongahela Valley Hospital, Inc. and will serve as secretary on the board.

As president of the Washington County Chamber of Commerce, Kotula leads the activities of the largest chamber in Washington County and the fourth largest chamber in southwestern Pennsylvania. In this capacity, he serves as both the chamber executive and as director of economic development for Washington County through a public/private partnership comprised of the Washington County Commissioners, Washington County Chamber of Commerce, Washington Industrial Development Corporation (WIDC) and Washington County Industrial Development Authority (WCIDA). He is also Chairman of the Washington County Local Share Review Committee, on the Executive Committee of the Washington County Energy Partners and Co-Chairman of the Mylan Classic presented by CONSOL Energy – a PGA Tour/Nationwide Tour event coming to Southpointe Golf Club in late August 2010.
